Ambassador Shpend KALLABA (born 1 February 1961, municipality of Kamenica, Republic of Kosovo)
Shpend Kallaba graduated in 1985 at the University of Prishtina, Faculty of Philology - English Department. He served as a professor of english language in numerous municipalities of Kosovo until 2000, at both elementary and high school levels.
Ambassador Kallaba’s career continued as a Consultant to the Commercial Counselor at the Austrian Office in Prishtina from 2000-2002. Prior joining the public sector, he was also a senior official at the Railways of Kosovo. Since 2004 he served in the capacity of the Head of Division for Protocol Issues at the Office for Coordination of International Cooperation and Regional Dialogue within the Office of the Prime Minister – as the basis for upcoming Ministry of Foreign Affairs.
Mr. Kallaba was also instrumental in establishing the practice of State Protocol and worked consecutively with four Prime Ministers in the Government of Kosovo (2004-2006). During these years, he pursued permanent education at the Diplomatic Academy in Tirana, in the Ministry of Foreign Affairs of Albania.
Additionally, his professional commitment was focused on the Diplomatic Protocol, Diplomatic Practice, Bilateral and Multilateral Diplomacy courses at the Hague ‘Clingeldael’ Diplomatic Institute. During 2005-2006, Ambassador Kallaba also gained direct experiences in the Diplomatic Institute within the Ministry of Foreign Affairs of Bulgaria.
His active political career started during the period of 2006-2010, as a Head of Cabinet and Protocol in the office of H.E. Mr. Behgjet Pacolli – President of the New Kosova Alliance political party. In October 2010, Kallaba was appointed as Foreign Policy Advisor in the cabinet of the Acting President of the Republic of Kosovo, H.E. Mr. Jakup Krasniqi, while also served as Foreign Policy Advisor in the Cabinet of the President of the Republic of Kosovo, H.E. Behgjet Pacolli (February, March 2011).
In May 2012, he completed an exchange program in USA, specifically at the John C. Whitehead School of Diplomacy and International Relations, Seton Hall University, under the direction of Ambassador John K. Menzies and Robert L. Berry.
Ambassador Kallaba was appointed Ambassador Extraordinary and Plenipotentiary of the Republic Kosovo to the Republic of Bulgaria from April 2012 - June 2018.
On 26 June 2018, Ambassador Kallaba was decorated by H.E. Mr. Rumen Radev, President of the Republic of Bulgaria with the Order of the “Madara Horseman”, in recognition for his outstanding contribution to the strengthening of relations between the two countries.
Ambassador Kallaba was appointed as Ambassador Extraordinary and plenipotentiary of the Republic Kosovo to Hungary and since January 2019 he serves at the Kosovo Embassy in Budapest. He is married and has two children. He speaks Albanian, -English, Bulgarian and Serbian.
